Copyright laws have changed a lot over the 20th century. While I know a bit about it because it is related to the publishing of illustrations etc., I am not an expert. Until almost 1910 an artist could copyright his own art work. An illustrator's work done for hire was the property and the copyright was held by the commissioner/producer. I have no idea what the issues are now, since my interest in copyright is focused on the past.
